The dramatic events of the past two years have made it clear to all of us how critical preparedness for extreme scenarios is in preventing disasters and saving human lives.
In today’s complex security reality, and against the very real concern of escalation and a prolonged missile attack on the State of Israel, Magen David Adom (MDA) is preparing for extreme scenarios the country has never faced before.
MDA’s 37,000 volunteers and 3,000 employees are deployed nationwide, operating approximately 2,400 emergency response vehicles. They are prepared to operate around the clock to provide immediate response to direct impacts, establish field clinics in areas cut off from communication, and carry out mass evacuation of casualties.
All of this takes place alongside routine emergency medical responses—on average, one emergency call every 22 seconds.
MDA’s extensive infrastructure, built entirely through donations, enables rapid mobilization. However, maintaining this level of readiness requires substantial funding, as MDA provides emergency medical services to all residents of Israel, everywhere across the country.
MDA receives no dedicated government emergency budget, and government support accounts for only about 12% of its total budget.
Emergency preparedness requires the intensive and prolonged deployment of all resources, resulting in high costs: disposable medical supplies, personal protective equipment, logistics, fuel, and manpower.
Each day of active conflict costs MDA approximately 3 million shekels, creating a heavy financial burden and a deficit that must never influence operational decisions when the demand to save lives is at its highest.
This is a cost that must not affect response decisions when human lives are at stake.
